Pet Import Requirements in Norway
The Norwegian rules are grounded on Commission Regulation (EC) No 998/2003 and concern only pets that are accompanied by their proprietor or a person, which are responsible for them on behalf of the proprietor. Pets are not intended to be sold or transferred. If the number of animals imported is more than 5, the rules of commercial imports apply.

A permit is not required to import cat or dog to Norway. The health and vaccination certificate may be signed by certified vet. Such major regulations apply to the import of dogs and cats from countries within the EU/EFTA community:

1. Health certificates valid for not more than 10 days and must be signed by a veterinarian.
2. Vaccination certificate completed and signed by a vet. Vaccination against leptospirosis and canine distemper is also required. Additionally, vaccination against rabiesand and blood test (if exported from a rabies infected territories);
3. Animal must be identified with tattoo or microchip;
4. Declaration from proprietor certifying pet ownership.

Note that pets imported into Norway from rabies infected non-EU/EFTA territories must complete a quarantine period of at least 4 months after being imported to Norway and must be registered with the District Veterinary Officer that is responsible for the quarantine facilities minimum a month prior to entry. Dogs and cats can be transported between Norway and Sweden without any documents.

Only dogs and cats may travel in the cabin on Scandinavian Airlines System (SAS) for other airlines contact directly. Violations of the import of pets is severely punished.
